Reads lint policy by delegating document parsing to pf-cli.

discover
First candidate projectfile present in the working directory, if any.
fetch(document : String, err : IO, explicit : Bool) : PolicySettings | Nil
Fetches the policy subtree via pf-cli get -f document org.ignorelint.
Never raises: an absent pf-cli yields an info notice plus empty settings, an absent subtree is silently empty, and an unreadable document returns nil after reporting (exit 2 for explicit files, warning for discovered).
