FixedDecimal

Binary fixed-point numbers backed by 128-bit integers.

• Fixed(N) is signed and stored in an Int128.
• UFixed(N) is unsigned and stored in a UInt128.

In both, the low N bits are the fraction. Arithmetic is exact where possible and otherwise rounds half-to-even; results that are out of range raise OverflowError, as with the built-in integer types.
