Hwaro::Services::GithubActionsWorkflow

The GitHub Actions deploy workflow YAML. Shared by hwaro tool ci (CIConfig) and hwaro tool platform github-pages (PlatformConfig) so the two generators stay byte-for-byte in lockstep — both write the same .github/workflows/deploy.yml.
